What dose it mean when your exhaust system has black liquid coming out?

When I set my car to neutral, and gave it LOTS of gas a black liquid exits out of the exhaust pipe. I had use a product called Guarteened to pass smog. Is this normal? And what can i do to MAKE SURE my car passes smog?

I’m guessing your car is or was running rich at one time and you have soot build-up in your exhaust system. The condensation ( which is perfectly normal ) is mixing with this soot and that is why the water is brown or black as it drips out of the tail pipe.
